I would suggest you to repair the TCP/IP stack in your system and check whether the issue is resolved. Follow the steps mentioned below.
a. Click on Start, Programs and then Accessories and right click on Command Prompt, select "Run as Administrator" to open a command prompt.
b. In the command prompt, type in the bolded text, one command after the other, pressing Enter between each of them:
- Reset WINSOCK entries to installation defaults:netsh winsock reset catalog
- Reset IPv4 TCP/IP stack to installation defaults:netsh int ipv4 reset reset.log
- Reset IPv6 TCP/IP stack to installation defaults:netsh int ipv6 reset reset.log
c. Reboot the machine.
Change the TCP/IP settings and check whether the issue is resolved.

If the issue still persists, refer to the following information and check.

Hi,
Refer to these steps, the following steps resolved the issue of logging onto rapidshare.com.
a. First go to start-> all programs -> accessories -> command prompt.
b. type "ping rapidshare.com" and note the ip number (e.g. 195.122.131.250)
Also you can try this http://ipaddress/ (e.g. http://195.122.131.250/), if you see the rapidshare page then you are on the right track.
c. now open C:\windows\system32\drivers\etc using the notepad application
d. At the bottom enter "ip address rapidshare.com",
e.g. (195.122.131.250 rapidshare.com)
e. Close any browser windows and/or rapidshare.
f. Open a new browser try rapidshare.com.

Hi again,
when i try to access the page by ( IP address ) as you explained , i failed also and the same message i got appear "Network Error ( tcp_ertor)" .
-as i understand from you that's mean I'm not on the right track .
I take screen shot from the {command prompt} .. may be it guide you to something , because i note some words not clear "Request timed out"
